Quality Management Systems

A Quality Management System (QMS) is a system of procedures that define how a company or individual accomplishes equipment inspections.

Anyone who intends to provide inspection services of pressure equipment must:

  1. Prepare a manual that details the QMS that the owner, insurer, or designated inspection company proposes to implement.
  2. Submit the QMS manual for review and approval by TSASK.
  3. Implement the QMS system in accordance with the manual.

A QMS manual should include pressure equipment design, construction, installation, operation, alteration, repairs, inspections and decommissioning information.

Review

To request an application form for a Quality Management System Review, please email qualityprograms@tsask.ca.

An Inspection Company that will provide inspection services of pressure equipment for an approved owner or insurer of a QMS must apply for registration with TSASK.

The review process consists of a manual review and audit. Following the completion of the manual review, the audit will take place within six months. If the audit is not completed within six months, a new application and payment will be required. Any period of inactivity or failure to comply within the six-month timeframe will result in the application being cancelled.

Once the Chief Inspector has reviewed and approved your QMS, TSASK will issue a Certificate of Authorization, which authorizes the holder to implement it.

Revision

Extension

To request an application form for a Quality Management System Extension, please email qualityprograms@tsask.ca.

Renewal

To obtain the application to renew your Quality Management System Certificate, please email qualityprograms@tsask.ca at least 120 days before your certificate expiry date and request the renewal application.

Applications received less than 120 days before the certificate expiry date may be required to apply and pay for an extension of their program to be compliant until the renewal audit is completed.

Yes, after a favourable acceptance inspection by a Licensed Pressure Equipment Inspector, the equipment can be started and operated without delay. This applies only if you are a registered QMS company. The TSASK Inspector will perform the acceptance inspection within 3 months to verify the installation. Additional fees will be charged for the inspector’s time and travel.

No, if the required reports are not received at regular intervals not exceeding one year, an audit for the purpose of obtaining inspection information will be scheduled and performed at the QMS holder’s expense.

Before an inspection interval can be increased, a Risk Based Inspection (RBI) program must first be implemented. Upon successful implementation of an RBI program, an application to the Chief Inspector of TSASK can be made for increased inspection intervals.
